Which Costa Blanca towns actually have new build on the market right now? Torrevieja, with 125 new-build listings on our live book. After that it is Pilar de la Horadada with 101 and Finestrat with 80. Those three towns alone account for more than 300 of the new-build units we can show you today.
That is not a marketing line. It is a count of what is on our feed this morning. And the wider number behind it is the one worth sitting with: of the 2,108 properties on our book, 1,900 are new build. Resale, the second-hand market that most buyers still picture when they think about buying in Spain, accounts for just 208 listings.
Nine in ten listings are new build
Work the ratio out and roughly nine of every ten properties we can put in front of you are brand new or under construction. That changes the shape of a search in ways buyers rarely expect.
It means the comparison you make is usually not "this flat versus that flat" but "this development versus that development". It means the price you are quoted is a developer price list rather than a vendor's number you can chip away at. It means the timeline is a completion date, not a completion week. And it means the tax bill is different: new build in the Valencia region carries 10% IVA plus 1.5% AJD, where a resale carries transfer tax instead.
If you want the resale side of the market, it exists, but you should know you are hunting in a much smaller pool. Browse all properties for sale and you will see the same imbalance play out.
The ranking: 24 Costa Blanca towns by new-build stock
Here is the list, ordered by the number of new-build listings we hold. Median asking is calculated across every listing for that town, new build and resale combined, so in mixed towns like Torrevieja it sits between the two markets.
| Town | New build | Resale | Median asking | Entry price |
|---|---|---|---|---|
| Torrevieja | 125 | 125 | €260,000 | €89,900 |
| Pilar de la Horadada | 101 | 2 | €355,000 | €245,000 |
| Finestrat | 80 | 2 | €635,000 | €147,312 |
| Calpe | 58 | 0 | €670,000 | €180,000 |
| Rojales | 48 | 9 | €430,000 | €110,000 |
| Guardamar del Segura | 42 | 2 | €332,500 | €169,000 |
| San Miguel de Salinas | 39 | 2 | €319,900 | €209,900 |
| Benijófar | 37 | 0 | €349,900 | €249,900 |
| Algorfa | 36 | 1 | €519,000 | €158,311 |
| Benitachell | 25 | 1 | €2,249,000 | €473,000 |
| Orihuela | 21 | 4 | €395,000 | €109,000 |
| Orihuela Costa | 19 | 29 | €297,000 | €155,000 |
Two things jump out. First, Orihuela Costa is the only town on the list where resale outnumbers new build (29 to 19). It was built out earlier, so its market has matured. Second, Torrevieja is the only genuinely balanced town: 125 new build against 125 resale, an exact split.
Where the affordable new build is
Entry prices in the table above are the cheapest listing of any kind in that town. For the hotspots, most of those entry points are new-build units:
- Finestrat: €147,312. A one-bed penthouse at Golf Puig Campana. Finestrat's median is €635,000, so this is very much the bottom rung of a town that mostly sells villas (43 of its 82 listings).
- Algorfa: €158,311. Its Pueblo 3 pocket has a median of €208,266 against €573,000 for the Comunidad Valenciana golf side: two different markets in one municipality.
- Guardamar del Segura: €169,000. Only two resale listings in the whole town; El Raso holds 21 of the 44 and runs a median of €295,000.
- San Miguel de Salinas: €209,900. The Pueblo zone medians €276,000; hillside Bellavista medians €630,000.
- Benijófar: €249,900. Thirty of its 37 listings sit in Pueblo 4 at a median of €330,000.

Where the expensive new build is
The top of the market is concentrated on the Costa Blanca North. Benitachell holds 25 new-build listings at a town median of €2,249,000; its Cumbres del Sol pocket is the exception, medianing €499,150. Benissa medians €2,850,000 across 14 listings, Altea €2,190,000 across 10 and Jávea €2,050,000 across 11.
None of those towns has meaningful resale stock on our book: Benissa, Altea and Jávea have none at all. If you want a second-hand villa in Moraira or Jávea, that market exists, but it is not where the current pipeline is pointing.
The quiet inland tier nobody searches for
Underneath the headline towns sits a second group: small Vega Baja municipalities, ten to twenty minutes from the coast, where developers are building at prices the coast stopped offering. They rarely appear in a search because buyers do not know the names.
- Hondón de las Nieves: 14 listings, all new build, no resale at all. Median €250,000, entry €175,000, top €410,000. The tightest price band of any town on this list.
- Cox: 7 listings, all new build. Median €239,000, running from €209,000 to €279,000.
- Catral: 5 listings, all new build, €195,000 to €250,000.
- San Fulgencio: 9 new build and 1 resale, median €261,900, entry €148,000.
- Rafal: 3 listings, median €295,000. A genuinely tiny book, and we would say so before you drove out there.
These towns trade sea access for space and price. If you want to be on the sand, they are the wrong answer. If you want a brand-new three-bed for the price of a coastal one-bed and you are happy to drive fifteen minutes to the beach, they are worth a morning of your time.
Two more sit between the tiers. Los Montesinos holds 8 new build against 1 resale at a median of €470,000, and Ciudad Quesada is one of the few places with a real resale market: 9 new build against 10 resale, median €529,000, entry €300,000.
What each hotspot actually builds
Towns specialise. Knowing which type dominates saves you a lot of fruitless searching.
| Town | Biggest type | Second | Third |
|---|---|---|---|
| Torrevieja | Apartment (113) | Penthouse (42) | Bungalow (39) |
| Pilar de la Horadada | Bungalow (53) | Apartment (21) | Villa (11) |
| Finestrat | Villa (43) | Apartment (21) | Penthouse (12) |
| Calpe | Apartment (26) | Penthouse (17) | Villa (13) |
| Rojales | Villa (32) | Bungalow (20) | Apartment (3) |
| Guardamar del Segura | Apartment (25) | Penthouse (17) | Townhouse (1) |
Chasing a new-build villa? Finestrat (43), Rojales (32) and Algorfa (16) are the places to look, not Guardamar, which has none. Want a ground-floor bungalow with a garden? Pilar de la Horadada holds 53 of them. Across the whole book, bungalows median €314,900 against €995,000 for villas.
What the imbalance means for your offer
In a resale negotiation the vendor is one person with one motivation. In a new-build negotiation you are dealing with a price list that applies to every unit in the block. Discounts, when they come, tend to arrive as furniture packs, a paid parking space or a payment schedule shifted in your favour, not as a headline reduction.
That is not a bad deal. It is simply a different one, and it rewards buyers who move early in a phase rather than late. We cover the mechanics in new-build payment schedules and bank guarantees, and the buy-or-wait question in key-ready versus off-plan.
Where to start
Start with the town, not the unit. Pick the two or three places whose type mix and median actually match what you want, then look at every scheme in them. Browse new-build homes across the Costa Blanca, or go straight to new build in Torrevieja, Pilar de la Horadada or Finestrat.
If you would rather we did the filtering, tell us your budget and your must-haves below and we will come back with the schemes that fit, including the ones we would tell you to skip.
