Market Overview
Estepona has undergone a dramatic transformation over the past decade, with its old-town mural project and coastal promenade redevelopment making it one of the most talked-about towns on the Costa del Sol. New-build development is spread across several areas: the New Golden Mile (beachfront apartment complexes from €260,000), El Paraíso (golf-adjacent villas from €500,000), Cancelada (affordable family complexes from €220,000), and the regenerated Centro (boutique townhouses from €300,000). Seghers offers hillside villas with panoramic sea views from €600,000.
Developers in Estepona benefit from the municipality’s proactive planning, which balances growth with environmental protection and aesthetic standards. All new construction achieves A/B energy ratings, and many projects include communal infinity pools, padel courts, coworking spaces, and tropical landscaping. Estepona’s 21 km of coastline, 11 Blue Flag beaches, revitalised old town with its botanical murals, and Saturday seafront market have created strong demand from both investors and lifestyle buyers. Málaga airport is 55 minutes east.
Apartments from €220k in Cancelada; golf villas from €500k in El Paraíso

New Build Guide
Estepona's New Golden Mile is one of the most active development corridors on the Costa del Sol, with beachfront complexes from €260,000 and golf-adjacent villas from €500,000. The town's award-winning old-town regeneration with botanical murals has created a "destination" effect that boosts demand. Cancelada provides a more affordable entry from €220,000 with excellent highway connectivity.
Reservation & NIE
Pay a reservation fee (typically €3,000–€10,000) to take the property off the market. You will need a Spanish NIE (tax identification number) and a Spanish bank account, both of which your lawyer can arrange.
Private Purchase Contract
Within 30 days, sign the contrato privado de compraventa and pay 10% of the purchase price (minus the reservation). This contract locks in the price and your chosen customisation options. Your deposit is protected by a bank guarantee under Ley 57/68.
Stage Payments During Build
For off-plan properties, further payments of 20–30% are due at construction milestones (foundations, structure, finishes). Each payment is backed by the mandatory bank guarantee — if the developer fails to deliver, you get your money back.
Pre-Delivery Snagging Inspection
Before completion, you (or your appointed surveyor) conduct a snagging inspection of the finished property. The developer must remedy any defects before handover. A retention amount of 5–10% of the final payment is typically held back until snagging items are resolved.
Completion & Notary Signing
Sign the escritura pública (title deed) before a notary, pay the remaining balance (usually 60–70% of the purchase price), and receive your keys. The notary registers the property at the Land Registry in your name. Typical completion timeline for off-plan: 18–24 months from reservation.
| Cost Item | Rate | Note |
|---|---|---|
| IVA (VAT) | 10% | Applies to all new-build purchases nationwide — replaces the ITP (transfer tax) charged on resale properties |
| AJD (Stamp Duty) | 1.2% | Rate set by the Andalucía regional government |
| Notary Fees | 0.5–1% | Scaled by property price; fixed by government tariff |
| Legal Fees | 1–1.5% | Independent lawyer recommended — never use the developer's lawyer |
| Land Registry | 0.5–1% | Registering the title deed in your name |
| Total Purchase Cost | ~13–14% | New-build total on top of the property price in Andalucía |
Insider Tip — Estepona
Estepona's New Golden Mile offers the best combination of new-build supply, beach access, and price on the western Costa del Sol. For maximum appreciation, buy in the Centro regeneration zone near the botanical murals — the old-town premium is rising fast as the town's "destination" reputation grows. Cancelada is the smart play for budget-conscious investors.
Estepona has undergone one of the most remarkable transformations on the Costa del Sol. Once overlooked in favour of neighbouring Marbella, the town has reinvented itself as the “Garden of the Costa del Sol” — its historic centre now bursting with flower-lined streets, over 50 large-scale murals, and a beautifully restored old quarter that rivals any town in Andalusia.
The town’s 21km coastline features a mix of sandy beaches and rocky coves, far less crowded than Marbella’s. The harbour has been developed into an attractive marina with restaurants and shops, while the seafront promenade stretches for kilometres. The Orchidarium — a stunning glass-domed orchid house in the town centre — is unique on the Costa del Sol.
Estepona maintains a genuine Spanish character that sets it apart from more international resort towns. The central market, the Sunday flea market, the old town tapas bars, and the traditional fiestas all reflect a town that has embraced tourism while preserving its Andalusian soul.
